The licence is an Absher appointment. The expensive part is the school.
You need a valid iqama first. Then either your home licence converts, or you do the school and the tests. The government fee is the small yearly line. Do not hand anyone your Absher password.

A foreign licence in a kitchen drawer is a story about another country. In Riyadh it is not permission to drive for the rest of the year. Residents get a Saudi licence through the traffic services on Absher. The appointment is dull. The rumours around it are expensive. Someone will tell you their cousin converted in an afternoon. Someone else will tell you the whole thing costs “about 400.” Both of them are describing their own year, not yours.
This is the order that wastes the least money. Iqama first. Then ask whether your country converts. Then the medical. Then either a short conversion or a real school. The car and the insurance come after the licence exists. Not before.
The iqama is the ticket into the building
An expired residency does not become a driving appointment because you already paid the school a deposit. Offices look at the date. If the date is close, renew first. The renewal note is that job. Turning up with a card that dies next week means you will be doing this twice, and the second time you will be angry at a clerk who was only reading the screen.
Open Absher before you pay a school
Look at the traffic services yourself. See whether a licence file already exists, whether a fine is sitting there, and what the current path is called. The labels move. A friend’s screenshot from last year is a souvenir. If a fine is on the iqama, a new licence is a strange thing to chase before you pay the fine. Fines and renewals argue with each other. Do not add a third argument.
- Valid iqama, in your hand, not a photo.
- Absher opened by you, at least once, before any deposit.
- Your home licence, if you hope to convert it: original, in date, and your face still looks like the photo.
- A morning you can actually attend. A missed test is rarely a refund.
Two doors, and only one of them is yours
Conversion
Some nationalities can convert a valid home licence without sitting the full course. The list belongs to the traffic department. It changes. A neighbour who converted last Ramadan is not evidence that your passport still can. Ask on the official service, or at the licensing office, before you pay a school out of panic. If you are on the list, you still need the original licence, usually a medical report, and the Absher step. “Usually” means: read the list of papers they hand you that week. Translation or attestation shows up for some passports and not for others. Bring what they wrote down, not what a forum remembered.
School, theory, road
If your country is not on the list, the path is a licensed school, a theory test and a practical test. That is the real bill. People hear SAR 40 and think the licence is cheap. SAR 40 is the sort of yearly government fee that has been published for a private licence, so two years, five years or ten years cost more because they are more years. Pay that line on Absher or SADAD when it appears. Do not confuse it with the school, and do not let a cashier add them into one proverb.
School prices are not one national number. They vary by school, by how many hours they assess, and by whether you already know the car or are meeting a gearbox for the first time. Get the school’s fee in writing before the first lesson. A verbal “around a thousand” becomes two thousand when the test is rebooked. Medical checks are another counter again, at an approved clinic, not at a friend who has a stamp.
The day itself
Book a slot you will keep. Riyadh traffic is not an excuse the system records with sympathy. If you live far from the centre, leave as if the appointment were earlier than it is. Arriving calm matters more in a practical test than people admit. Arriving late matters more than being a good driver.
What to carry
The iqama. The appointment, on your phone is fine if it is your phone. The medical result if they have not already pulled it electronically. The home licence if this is a conversion. Payment for whatever the screen still wants. Leave the cousin who “knows the officer” in the car. If an officer can be known in that way, you should not be the person who knows him.
If you fail
You book again. You do not buy a pass. A school that hints a pass can be arranged is telling you the rest of their prices are also flexible, including the one where your name is attached to a licence you cannot defend. Fail, learn the roundabout they care about, and come back. It is cheaper than a fine, and it is cheaper than a record that was never really yours.
The password, again
No school needs your Absher password. They need you, present, with the iqama. Women and men use the same traffic system. The appointment is still Absher. A clerk who says the women’s file, or the new resident’s file, can only be opened if you read him the one-time code is improvising. Type the code yourself, even if you feel slow, even if the room is watching. Slow is allowed. Borrowed identity is how a licence, a fine and a renewal end up in a stranger’s afternoon.
- They may point at the menu. They may not own the login.
- They may not install a remote app “for the medical upload.”
- They may not keep the iqama overnight.
- If the sentence starts with “just this once,” it is the sentence you leave on.
After the card exists
Insurance and a car come after the licence, not before. Driving a friend’s car “until the card arrives” feels like a week. It is a camera gantry and a fine on somebody’s iqama, and then an argument about whose iqama. If the car is not insured for you, the argument is larger than the fine. Wait.
When you do drive, assume the limit is the limit. The fine note is what happens when a quiet camera meets a renewal three months later. A new licence does not wipe old fines, and new fines do not care that you only got the card on Tuesday.
How long to buy
If the government fee is charged by the year, a longer licence is often better value than repeating the queue every other winter, provided your iqama will live that long. Do not buy ten years of permission on a residency that has eight months left and a contract that might not be renewed. Match the licence, roughly, to the life you actually have here. You can hold a Saudi licence and still leave. You cannot use it as a substitute for the iqama.
A sensible month
Week one: confirm the iqama is healthy and ask, officially, whether you convert. Week two: the medical, and the school fee in writing if you do not convert. Then the hours, then the test on a day you have not also promised a cousin you will help him move house. Then the payment of the yearly fee. Then, and only then, a car.
If a broker offers the same month compressed into a Thursday, with a higher price and your passport in his glovebox, you already know what this page thinks. Thursday will come again. The glovebox does not give the passport back with the same mood it borrowed it.
Conclusion
A Saudi driving licence for a resident starts with a living iqama and an Absher appointment. Convert only if your nationality is on the current list. Otherwise pay a real school, pass the tests, and treat the government fee as the small yearly line it is, commonly on the order of SAR 40 a year. The school is the number that surprises people. The password is the thing you do not hand over. Insurance and the car wait until the licence is actually yours.
Questions people actually ask
Can I drive in Saudi Arabia with my home licence?
Not as a plan for the year. Some nationalities can convert a valid home licence. Everyone else needs a licensed school, a theory test and a road test. The list is the traffic department’s, and a friend who converted is not your category. Ask before you pay for lessons you might not need, and do not drive the gap on hope.
How much does a Saudi driving licence cost?
The government piece is commonly listed near SAR 40 for each year of a private licence, paid on Absher or SADAD, so a longer card costs more years. The medical check is separate. The driving school is separate and usually larger, and it is not the same price in every city. Read each screen. Do not budget from a single proverb.
Does a driving school need my Absher password?
No. They need you there, with a valid iqama. Pointing at a form is a service. Holding your login is not. A school that asks for the password, or for an app that shows them your phone, is a school you can leave.
